The game is only sorting your save files by the character name to keep things neat. You can certainly create multiple characters in The Elder Scrolls Online. By default, you can create up to eight 8 unique characters per Megaserver.

You can have as many characters as you want. Don't rely on quicksaves and autosaves, use manual saves. Manual saves can be renamed to whatever you want, even without the use of the console, which I don't recommend using the console can corrupt saves, no matter what you use it for.
